Grand Jury indicts 13

According to Pocahontas County Circuit Clerk Connie Carr, the Grand Jury hand-ed up indictments of 13 individuals in its August term.
Arraignments in the following cases will be held Friday, August 12, before the Honorable Jennifer P. Dent unless otherwise noted:
Ethel E. Payne aka Betsy Akers, 41, of Marlinton – Two Counts, Delivery of a Schedule III Controlled Narcotic Substance, a felony.
Angel Torres, 19, of Bartow – One Count, Burglary, a felony; One Count, Conspiracy, a felony; One Count, Wanton Endangerment Involving a Firearm, a felony. Arraignment set for August 4.
Victor Martinez, 30, of Bartow – One Count, Burglary, a felony; One Count, Conspiracy, a felony; One Count, Wanton Endangerment, a felony. Arraignment set for August 4.
Jorge Pantojas. 24, of Bartow – One Count, Burglary, a felony; One Count, Conspiracy, a felony; One Count, Brandishing, a misdemeanor. Arraignment set for August 4.
Kenneth Wade Cutlip, 57, of Marlinton – One Count, Delivery of a Schedule II Controlled Narcotic Substance, a felony; One Count, Possession with Intent to Deliver a Schedule II Controlled Narcotic Substance, a felony; One Count, Possession with Intent to Deliver a Schedule IV Non-Narcotic Substance, a felony; One Count, Concealment of Stolen Property, a misdemeanor.
Kevin Phillips. 44, of Marlinton – Two Counts, Delivery of a Schedule III Controlled Narcotic Substance, a felony.
Lew Means, 59, of Durbin – One Count, Possession of a Schedule II Controlled Narcotic Substance, a felony; One Count, Possession of a Schedule III Controlled Narcotic Substance, a misdemeanor.
Stuart Tingler, 30, of Millboro, Virginia – One Count, Domestic Battery Third Offense, a felony.
Adam Via, 18, of Dunmore – Three Counts, Grand Larceny, a felony; One Count, Burglary, a felony; One Count, Entry of a Building Other than a Dwelling, a felony; One Count, Reckless Driving, a misdemeanor; One Count, Driving without a License, a misdemeanor; One Count, Falsely Reporting an Emergency Incident, a misdemeanor.
Randall Bibb, 63, of Marlinton – One Count, Failure to Register a Change of Registration Information while registered as a Sexually Violent Predator, a felony.
Dustin D. Morrison, 21, of Marlinton – One Count, Possession with Intent to Deliver a Schedule I Controlled Non-Narcotic Substance, a felony.
Edwin Kinnison, 59, of Hillsboro – One Count, Entering without Breaking of a Dwelling House, a felony; One Count, Sexual Abuse, First Degree, a felony; One Count, Attempt Sexual Assault, Second Degree, a felony.
Tracy Back, 55, of Buckeye – One Count, Threatening to Commit Terrorist Attack, a felony.
An indictment is not proof of guilt. All persons are considered innocent until proven otherwise by a jury of their peers.
