Anyone at or listening to the County Commission meeting last Tuesday heard representatives from Frontier Communications deliver a status update of company progress and service plans for the future. The audience was appreciative of the personal visit, but to the best of my observation no one was impressed or hopeful of any improvements in the near future. Most of the comments were delivered a decade ago.

Ironically, I found out afterward, Frontier internet services were out during the meeting and all the next day in Marlinton. Customer credit card payments could not be processed. Internet service was restored eight minutes after the Town offices closed for the day. Last Sunday, the phone landline was out at the Campbelltown Church, making call-in to the service only possible by cell service. Commenting on this topic reminded me of going to the dogs for the next topic.

It is wintertime. Cold weather is here. Remember, if you have a domestic pet (cat or dog), you are responsible for the living conditions for that pet. Go online to MARLINTON, WEST VIRGINIA CODE OF ORDINANCES and find ordinances and regulations that are required to take care of your pets. CHAPTER 90: ANIMALS AND FOWL has an entire Section with General Provisions. A short summary is as follows:

§ 90.004 CRUELTY TO ANIMALS.

(A) Cruel acts and conditions enumerate. It shall be unlawful for any person:

(4) To fail, refuse or neglect to provide any animal in his or her charge or custody as owner or otherwise with proper food, drink, shade, care or shelter; provided that for purposes of this division (A)(4) any animal kept outside shall be provided with structurally sound weatherproof enclosure, large enough § 90.005 TETHERING/ RESTRAINING OF ANIMALS.

(A)   A dog or puppy shall not be restrained by a fixed-point chain or tether for more than 12 consecutive hours in a 24-hour period. This chain shall be at least 15 feet long.

(C)   Violations. Violations  of this shall be subject to the enforcement, adjudication and penalty provisions  of  § 90.999.

(Prior Code, § 3-104) (Ord. passed 11-7-2011) Penalty, see § 90.999
