Forest Service Seeks Feedback on the
Issuance of a Special Use Permit for Forest Road 249
The Forest Service is preparing a NEPA analysis considering the environmental impacts of issuing a special use permit on Monongahela National Forest’s Gauley Ranger District in Pocahontas County, WV. The permit would authorize the use and maintenance of an existing National Forest System road (Forest Road 249) to South Fork Coal Company, LCC to facilitate hauling coal and other supplies from their Rocky Run mine to the processing plant. Both the mine and processing plant are located on private land.
This permit would authorize a ten-year term to use and maintain 8.7 acres of National Forest System land (1.2 miles of FR 249 from the intersection of County Route 29/4 to its terminus, with a 60’ maintenance width). Commercial trucks (up to 125-ton gross vehicle weight) would haul coal daily and haul supplies (e.g. fuels, stone) intermittently. Maintenance could include regrading towards the ditch line to maintain positive drainage, adding aggregate, cleaning culverts, and plowing snow. In a separate but connected action, the permittee is also requesting re-issuance of their commercial road use permit to operate vehicles under the WVDOT standard legal load limit (less than 44 tons) on the existing 3.8-mile Forest Road 223.
The Responsible Official, Cynthia Sandeno, expects to make a determination on the issuance of a special use permit for Forest Road 249 in September 2025. We are seeking feedback on this proposal from July 25 to August 7.
