According to a criminal complaint filed March 17, 2024 in Pocahontas County Magistrate Court, Sr. Trooper J. A. Peteete, of the West Virginia State Police – Marlinton Detachment, responded to a 911 call concerning a reported DOA in Arbovale early Sunday morning.
Arriving at the address on Green Bank Road, the officer found Monica Jo Moore “lying upside down in the fetal position in the passenger seat of a 2021 Jeep Cherokee.” The vehicle had a temporary Virginia registration tag.
Family members at the scene advised the officer that Randall “Joel” Moore showed up at the Green Bank address at approximately 6 a.m. and was covered in blood. Moore told family members that Monica Moore was dead, and he needed help “cleaning up stuff.”
The officer observed multiple blood splatter patterns inside the vehicle and also observed that Randall Moore had visible wounds to both hands.
EMS personnel and the county coroner arrived on the scene and confirmed that Monica Moore was deceased.
A search warrant was obtained to allow access to the residence where the officer found several pieces of broken glass and recovered a gallon-size glass jug. The broken glass appeared to be consistent with the facial injuries sustained by the victim as well as the injuries to Randall Moore’s hand.
The complaint identifies the victim, Monica Moore, as Randall Moore’s wife.
Moore was arraigned Monday morning in Magistrate Court.
He has been charged with first degree murder and is being held, without bond, in the Tygart Valley Regional Jail.
The investigation into this matter continues.
They should bring back the death penalty instead of letting WV taxpayers pay to keep them alive.
